ABDM-Enabled HMIS Mandatory? West Bengal Hospital Guide 2026

NHA sets 31 December 2026 for PM-JAY empanelled hospitals to adopt ABDM-enabled HMIS. Understand West Bengal applicability, the order and readiness steps.

ABDM-Enabled HMIS Mandatory? West Bengal Hospital Guide 2026

Is ABDM-enabled HMS now mandatory in West Bengal?

Not as a blanket rule established by this document. The National Health Authority (NHA) memorandum dated 12 October 2026 requires all public and private Empanelled Healthcare Providers (EHCPs) under AB PM-JAY to implement an ABDM-enabled Hospital Management Information System (HMIS) by 31 December 2026, in order to continue providing services under that scheme. A West Bengal hospital must first confirm whether it falls within that scheme requirement or a separate state direction.

This guide is based on the supplied NHA office memorandum (PDF), reference S-12018/505/2026-NHA. It is a national PM-JAY instruction, not a West Bengal government order. We have not independently verified a separate West Bengal-wide ABDM-HMIS mandate as of 30 October 2026.

What the 12 October 2026 NHA memorandum says

The subject is “Mandatory Adoption of ABDM-Enabled HMIS by All Empanelled Healthcare Providers (EHCPs) under Ayushman Bharat–Pradhan Mantri Jan Arogya Yojana (AB PM-JAY) by 31st December 2026.” The issuing authority is the National Health Authority, Ministry of Health and Family Welfare, Government of India.

    • Who is covered: AB PM-JAY empanelled healthcare providers, both public and private.
    • What they must implement: an ABDM-enabled Hospital Management Information System.
    • Deadline: 31 December 2026.
    • Stated purpose: promoting interoperable electronic health records for PM-JAY beneficiaries.
    • Implementation responsibility: State Health Agencies are asked to notify concerned providers and ensure timely implementation.
The requirement is linked to continuing services under AB PM-JAY. The memorandum does not specify a fine, an automatic de-empanelment process, a compulsory vendor, or a minimum named ABDM milestone.

Keep a copy of the order and request the relevant authority's implementation instructions rather than relying on a forwarded headline or a vendor's claim.

What this means for hospitals in West Bengal

Hospital owners in Kolkata, Howrah, Siliguri, Durgapur and other West Bengal locations should separate national scheme obligations from state scheme or establishment requirements. The location of a hospital does not, by itself, establish coverage under this memorandum.

If your hospital is empanelled under AB PM-JAY

Use the 31 December 2026 deadline in your implementation plan. Ask the responsible scheme authority what evidence it expects, which workflows must be operational, and how readiness will be assessed. Confirm the status of your individual facility rather than assuming the entire hospital group has the same coverage.

If your hospital is empanelled under Swasthya Sathi

The supplied order names PM-JAY, not Swasthya Sathi. Do not assume that Swasthya Sathi participation alone puts your hospital under this national PM-JAY direction. Ask the West Bengal scheme authority whether a separate circular, contract condition or technical integration requirement applies. The official Swasthya Sathi portal is a starting point for scheme information, not evidence that this memorandum applies to every enrolled facility.

If your hospital is not covered by PM-JAY

This document alone does not establish a universal legal requirement for your hospital. ABDM-enabled software may still be valuable for digital records and consent-based interoperability, but that operational benefit is different from a verified mandate. Check any other applicable authority or scheme directions separately.

What is ABDM-enabled HMIS, and how is it different from regular HMS?

HMS usually means hospital management software or system. HMIS, the term used in the order, means Hospital Management Information System. Both terms can describe software for registration, appointments, inpatient care, diagnostics, pharmacy and billing; the labels alone do not prove ABDM integration.

ABDM is the Ayushman Bharat Digital Mission. ABHA, the Ayushman Bharat Health Account, provides a digital health identity. ABDM-enabled workflows connect identity and health records through the ecosystem, with appropriate consent and permissions. An ABHA health ID is not the same as PM-JAY insurance eligibility or a scheme treatment card.

    • M1: ABHA creation and verification.
    • M2 / HIP: health-record linking and sharing as a Health Information Provider.
    • M3 / HIU: requesting and receiving records as a Health Information User with patient consent.

These distinctions help you evaluate software; the supplied memorandum does not identify M1 alone as sufficient. Read our ABDM M1, M2 and M3 guide and ask your authority for the accepted scope before buying or replacing a system.

    A practical ABDM-HMIS readiness checklist

Six planning steps: confirm scheme applicability, verify HFR identity, check live ABDM capabilities, review consent, test records and train staff. PM-JAY deadline: 31 December 2026.
Illustrative planning checklist, not an official compliance certificate. Confirm facility-specific acceptance requirements.
    1. Confirm applicability in writing. Record your scheme name, facility empanelment details, the applicable circular and the authority responsible for acceptance.
    2. Check facility identity. Review your Health Facility Registry (HFR) record and the legal hospital name. Ensure the software uses your actual facility identity, not a vendor's or another hospital's record. Use our HFR registration and certificate guide for background.
    3. Verify live capabilities. Ask which ABDM milestones are working in production for your facility and which remain sandbox-only or planned. A demonstration using test credentials is not proof of live readiness.
    4. Review patient consent and access. Explain ABHA to patients, control staff access, and verify how consent requests, record sharing and consent withdrawal are handled in the enabled workflows.
    5. Test a complete record workflow. Use authorised test data to check registration, consultation, prescriptions, diagnostic reports and discharge records as applicable. Confirm record linkage and exchange only for capabilities actually enabled.
    6. Train staff and retain evidence. Assign an implementation owner, document training and test results, keep the relevant approvals, and obtain authority confirmation of the evidence it requires.

These are recommended planning steps, not additional requirements quoted from the memorandum. Avoid uploading real patient records to a vendor demo or sharing credentials over unsecured channels.

Seven questions to ask an ABDM hospital software vendor

    1. Which ABDM capabilities are live today, and can you demonstrate them for our own facility?
    2. Can you provide current integration or approval evidence and clarify its scope?
    3. Does the system use our exact HFR identity and support our applicable scheme workflows?
    4. How are consent, staff permissions and hospital data isolation handled?
    5. What happens when an ABDM service or internet connection is unavailable?
    6. What is included in setup, migration, training, ongoing support and pricing?
    7. Who will help us compile the evidence requested by our scheme authority?

Do not accept “ABDM-ready” as a substitute for a working demonstration, documented capability scope or authority acceptance. The NHA memorandum does not name SmartHospital India or endorse a particular software vendor.

A software signup does not automatically make a hospital compliant. Confirm the required capabilities, applicable authority directions and your facility's readiness before treating any product as a compliance solution. We do not claim that M1 alone meets this order or that buying a subscription guarantees continued empanelment.

    Frequently Asked Questions

Is ABDM-enabled HMIS mandatory for every hospital in West Bengal?

The supplied NHA memorandum does not establish a blanket requirement for every West Bengal hospital. It applies to public and private healthcare providers empanelled under AB PM-JAY. A West Bengal hospital should confirm its scheme participation and any separate state directions with the relevant authority.

What is the deadline for PM-JAY hospitals to implement ABDM-enabled HMIS?

The NHA office memorandum S-12018/505/2026-NHA, dated 12 October 2026, gives AB PM-JAY empanelled healthcare providers a deadline of 31 December 2026 to implement ABDM-enabled HMIS in order to continue providing services under the scheme.

Does this NHA memorandum automatically apply to Swasthya Sathi hospitals?

The supplied memorandum names AB PM-JAY, not Swasthya Sathi. Swasthya Sathi empanelment alone should not be treated as proof of coverage under this PM-JAY direction. Confirm any separate requirement with the West Bengal scheme authority.

Is ABHA creation alone enough to meet the HMIS requirement?

Do not assume it is. The memorandum requires ABDM-enabled HMIS and refers to interoperable electronic health records, but does not specify a minimum M1, M2 or M3 milestone. Ask the authority about acceptance requirements and verify the vendor's live production capabilities.

Does the order specify a fine or automatic de-empanelment?

The supplied memorandum links implementation to continuing services under AB PM-JAY. It does not state a fine amount or describe an automatic de-empanelment procedure. Obtain enforcement details from NHA or the responsible scheme authority.
